Affordable phone service for consumers with low income
The Telephone Assistance Plan (TAP) is a state-funded program that provides a monthly discount of $7 on local landline phone service.
Note that wireless or internet services do not qualify for the program.
For help with wireless phones, see info about Lifeline, which is a federal discount for approved landline, wireless, and broadband Internet service providers. The discount for consumers is usually between $8 and $10. Some wireless companies offer free phones.
Federal help for your landline bill is also available through Lifeline.
Telephone service must be in your name. If you participate in one of the following programs, you are eligible:
* Federal Public Housing Assistance
* Medicaid/Medical Assistance
* Supplemental Nutrition Assistance Program (SNAP)
* Supplemental Security Income (SSI)
* Veterans Pension or Survivors Pension benefit
Additional qualifying programs for persons living on a reservation:
* Bureau of Indian Affairs General Assistance
* Food Distribution Program on Indian Reservation
* Tribally Administered Temporary Assistance for Needy Families
* Tribally Administered Head Start (only those meeting income-qualifying standards)
If you do not participate in any of the above programs, you may still qualify if you prove your income is at or below 135% of the federal poverty income guidelines.
For both programs you must provide proof of participation in one of the eligible programs or show household income is at or below 135% of federal poverty guidelines.
