Description

A representative payee is an individual or organization appointed by Social Security Administration (SSA) to receive Social Security and/or Supplemental Security Income (SSI) benefits for someone who cannot manage or direct someone else to manage his or her Social Security payments. Generally, SSA looks for family or friends to serve as the Representative Payee. When friends and family are not able to serve as payee, Social Security looks for qualified organizations to be a representative payee.


The main responsibilities of a payee are to use the benefits to pay for the current and foreseeable needs of the beneficiary (person who receives Social Security and/or SSI payments). The payee must ensure the beneficiary's day-to-day needs for food and shelter are met. Then, the money can be used for any of the beneficiary's medical and dental care that is not covered by health insurance, and for personal needs, such as clothing and recreation. If there is money left after you pay for the beneficiary's needs, it must be saved, preferably in an interest-bearing account or U.S. Savings Bonds. A payee must also keep records of expenses. When SSA requests a report, a payee must provide an accounting to SSA of how benefits were used or saved.

Eligibility

The law requires most minor children and all legally incompetent adults to have representative payees.


Application Instructions

To become a payee, submit an application, form SSA-11 (request to be selected as payee) and documents to prove your identity. Face-to-face interviews are required (with certain exceptions). It is recommended that that a future payee and beneficiary visit the office together. Appointments can be requested.

Fees

There are no fees to apply to be a payee. No fees can be charged to the beneficiary, unless you are a qualified organizational payee who has applied and been approved in writing by SSA to collect a fee.
